Spring Hill Mayor Rick Graham will fulfill his promise on Monday by receiving a pie-in-the face on the steps of City Hall after voter turnout exceeded his expectations, reaching 9.45% in the April 8 city election.
After a historically low voter turnout in previous city elections, Graham wanted to see improvement in voter engagement in 2021. He challenged Spring Hill registered voters to a "pie-in-the-face challenge," vowing that he'd be smacked with a pie if voter turnout reached at least 8%.
According to Todd Baxter, administrator of the Maury County Election Commission, the last time voter-turnout reached that high in Spring Hill was in 2013 with a turnout of approximately 12%.
Over the past six years, the number of registered voters has increased from 18,806 in 2015 to 32,135 in 2021.
The following city elections have resulted in the following rate of voter-turnout:
- 2015- 5.03 %
- 2017- 7.72 %
- 2019- 5.67 %
- 2021- 9.45 %

In order to attract more voters, additional polling locations opened this year and flyers were mailed to every household.
"There has been flyers mailed, notifications given and town hall meetings," Baxter previously said. "A lot has been done to try to generate that interest and hopefully people are paying attention."
The Maury County Election Commission will vote to certify the Spring Hill City Election results on Monday.
A new mayor, Jim Hagaman, and four aldermen in four Wards were elected in the recent city election.
Incumbent Kevin Gavigan was reelected to Ward 3 after beating two challengers in the race. Other newly-elected aldermen, who ran unopposed, include Jason Cox in Ward 1, William Pomeroy in Ward 2, incumbent Kevin Gavigan in Ward 3 and Trent Linville in Ward 4.
